Abstrak: Suatu kajian kes telah dilakukan di Taiping untuk melihat, menilai dan mengupas isu-isu teknikal dan realiti serta peranan geologis dalam aktiviti dan proses pembangunan di kawasan berbukit. Pembangunan di kawasan berbukit selalunya berasosiasi dengan geobahaya kegagalan cerun atau tanah runtuh. Kajian ini bermula daripada aduan seorang pemilik rumah yang bimbang dengan keselamatan rumah mewahnya yang terletak terlalu hampir dengan cerun yang tampak berbahaya. Kajian geologi kejuruteraan cerun telah dilakukan melalui satu kajian lapangan yang ringkas. Kewujudan geobahaya dan risiko geobencana telah dinilai secara kualitatif melalui cerapan lapangan dan rekod bergambar kejadian geobencana terdahulu. Cerun yang dikaji terdiri daripada cerun potongan pada jasad batuan granit terluluhawa tinggi yang dipotong oleh ketakselanjaran relikta. Analisis kinematik terhadap data ketakselanjaran relikta mengesahkan keadaan cerun tidak stabil dan berpotensi untuk gagal dalam bentuk baji, satah dan/atau terbalikan. Hasil analisis ini disokong oleh kewujudan parut-parut kegagalan berskala kecil dan bongkah-bongkah batuan yang terkumpul di kaki cerun. Walaupun cerun telah dipasang dengan struktur jaringan wayar keluli, namun kaedah pemasangan dan rekabentuknya ternyata tidak menepati spesifikasi kejuruteraan yang sewajarnya. Keadaan bertambah buruk apabila di bahagian atas cerun tersebut terdapat sebuah lagi projek mewah sedang rancak berjalan, yang mengubah keadaan fizikal dan geomorfologi cerun bukit. Walaupun telah wujud pelbagai peraturan, garis panduan dan akta bagi mengawal pembangunan di kawasan berbukit, realiti sebenarnya yang berlaku amat sedih dan mengecewakan. Pelbagai persoalan timbul tentang bagaimanakah perkara seperti ini boleh berlaku? Apakah yang sepatutnya dilakukan oleh professional dan pihak-pihak yang berkepentingan dalam hal seperti ini? Yang pastinya, ahli geologi perlu berperanan secara lebih proaktif dalam meningkatkan tahap prefesionalisma dan kesedaran awam tentang aspek geobahaya dan risiko geobencana. Ahli geologi juga sewajarnya diberi kuasa yang lebih untuk mengawal aktiviti pembangunan di kawasan berbukit dan berisiko geobencana.

Abstract: A case study was carried out in Taiping to visualise, assess and review pertinent technical issues and the reality
as well as the role of geologists in the activity and processes of hill site developments. Developments on hill site are
commonly associated with slope failures and landslide geohazards. This study was instigated by a complaint made by a
house owner who has been so worried about the safety of her house because of its very close proximity to a dangerous
slope. An engineering geological assessment has been conducted on the slope by means of brief field study. The occurrences
of geohazards and risks of geodisaster have been qualitatively assessed via filed observation, expert judgement and past
photographic records of geodisaster incidents. The studied slope is a slope cut in highly weathered granite rock mass
with well-developed relict structures. Kinematic stability analysis of the relict discontinuity data suggested that the slope
is unstable and potentially to fail in wedge, planar and/or toppling failure. The results of the analysis are supported by
the occurrences of failure scars and rock boulders accumulated at the foot of the slope. Although the slope has been
installed with steel wire mesh, however its method of installation and the design was not in accordance with the expected
engineering specification. Worse still, at the top of the slope another luxurious housing project is in the progress of changing
the physical and geomorphological features of the hill slope. Even though various rules, guidelines and acts have been
in place to control developments on hill site, in reality the situation is really sad and regrettable. A lot of questions can
be raised up on how this situation could happened. What should the role of professionals and the stakeholders in this
kind of situation be? Above all, geologists should be more proactive to heighten their professionalism and to advocate
public awareness about geohazards and risks of geodisaster. Geologists should also be given more authority to control
any development activities on hill sites and risky areas.
